In a goodwill gesture that the departing administration claims is intended to aid in the release of political prisoners, President Joe Biden informed Congress of his intentions to remove Cuba from the United States' list of state sponsors of terror.
Biden made the choice knowing that the Catholic Church was working toward a deal with Cuba that would permit the humanitarian release of a large number of people who had been wrongfully imprisoned, according to an administration official who briefed reporters.
